Needed things

Small funnel.
Air tight closable plastic containers. I got mine from the 'travel section' at wal marts. I use 3 oz clear plastic bottles.
Lacquer.
A shop spoon ( one you've ruined using in the garage LOL) or a plastic spoon.
Sharpie markers in assorted colors. Standard size. Not the almost pensil thin ones.
Scissors
Pliers
Small ended screw driver with a long shaft or a thin handled paint brush.
Lacquer thinner to clean up with.

Take the lid off your lacquer. Keep the spoon and funnel close to the lacquer.

Take a lid off of one of your small plastic bottles.

Choose a color marker and take it's cap off. The body of the marker is in two parts. Hold the uncolored part in your hand. Grip the color part with the pliers. Gently bend the body of the marker back and forth at the seem till it separates. Try to keep the marker inner tube to stay in the color part of the body. if it does fall into the uncolored part of the body press the color part over the top of it gently till it re grips the tube.

With the tube still in the colored part of the marker body place it partly in the opened plastic bottle. With the scissors snip small cuts up one side of the color tube. Make sure at all times the color tube is going into the plastic bottle. Go all the way up to the color part of the marker body. Then drop the color tube all the way into the bottle. Clean off your scissors with lacquer thinner.

Hold the small funnel over the opening of the 3 oz. plastic bottle. Use the spoon to put lacquer into the funnel. Fill the 3 oz. plastic bottle 2/3rds full with the lacquer. If your planning to make more tinted lacquer you wont need to clean out the funnel or the spoon at this time.

Holding firmly the 3 oz. plastic bottle with one hand. Use the slim screw driver or the handle of the paint brush to press inside the open end of the color tube. Press down until it bends and folds. Use this to steep the color tube like you would a tea bag. Squeeze out as much of the ink as you can. Carefully remove your tool from the ink tube. Tightly close the 3 oz. plastic container and let the lacquer steep for a few days before using.

Use soft bristle brushes to apply the tinted lacquer. Use on silvered plastic, glass ball ornaments, silver spray painted plastic ornaments.
